Initially refused under the prior approval procedure and then appealed, the benefits of a good working relationship with local planners ensured that the Council’s understanding of the legislation, following changes to Government’s guidance, was in line with Bloomfields’ original interpretation.

Following the Government’s clarification, the Council accepted a resubmission of the application, which allowed the lodged appeal to be withdrawn, therefore avoiding further work and expense. The client now has the benefit of being able to convert a simple concrete-framed building into a house without any requirement for full planning permission.
