Horsham District Council Begins Work on New Local Plan to 2045

Horsham District Council has formally commenced work on a new-style Local Plan, known as Horsham District 2045, following significant changes to the national planning system introduced by the Government earlier this year.

The decision to begin preparation of the new plan has been approved by the Council’s Cabinet Member for Planning and Infrastructure, Cllr Ruth Fletcher, and marks the start of a new plan-making process that will guide development across the district over the coming decades.

A New Approach to Local Plan Preparation

The Government’s planning reforms, which came into force in March 2026, introduce a revised framework for preparing Local Plans. One of the most significant changes is the requirement for plans to be prepared within a fixed 30-month timetable, substantially reducing the time available for evidence gathering, consultation and plan production.

As a result, local authorities across England are now required to adopt a streamlined approach to plan-making and begin work on new-style Local Plans in accordance with the updated regulations.

Scoping Consultation Launches on 30 June

As the first stage of the process, Horsham District Council will undertake a Scoping Consultation between 30 June and 28 July 2026.

The consultation will provide residents, businesses, landowners, developers and other stakeholders with an opportunity to influence the direction of the new Local Plan from the outset. Feedback received will help shape the key issues the plan should address and identify the evidence required to support future planning policies and site allocations.

The Council is also seeking views on how local communities and stakeholders would like to be involved throughout the preparation of the plan.
