The Government have published a new Draft Statutory Instrument, that proposes to increase a range of planning application fees in England, which are due to take effect on the 1st April 2025.

There are a variety of changes proposed, some of which have the potential to raise the cost of some types of planning applications significantly. Some highlights include:

  • Householder applications (for enlargement, improvement or other alteration of a single dwellinghouse) will increase from £258 to £528;
  • Prior approval applications not involving building operations will increase from £120 to £240 and from £258 to £516, where involving building operations;
  • Prior approval applications for change of use from Class E uses to residential will increase from £125 to £250 per dwellinghouse;
  • Discharge of conditions for householder applications from will increase from £43 to £86 and from £145 to £298 for all other applications.

There is also a new proposed fee structure for Section 73 (Variation/Removal of condition) applications:

  • Householder applications – £86
  • Non-major development – £586
  • Major development – £2,000

A significant increase is also proposed for the erection of buildings over 1,000 square metres on land for the purposes of agriculture, with the minimum fee payable increasing from £624 to £5,077.
