T&MBC have a requirement for 696 dwellings per annum and the Local Planning Authority have confirmed that as at March 2019, their current Housing Land Supply is within the range of 2.7 to 3.1 years.

The new Local Plan, which focuses on the period up to 2031, was submitted to the Inspectors on 23 January 2019.  Within this Local Plan, T&MBC are proposing some amendments to the Green Belt, including removing some land, and incorporating further land to the east of West Malling.

The Inspectors sent a letter regarding the Local Plan to the Council advising that there are still “significant concerns” with regard to the evidence base that specifically relates to the Green Belt regarding the sustainability appraisal and the site selection process.

It has therefore been determined by the Inspectors that the best way forward is to proceed to hearing sessions, taking a phases approach as below:-

  1. Legal compliance and procedural matters;
  2. The Green Belt;
  3. The site selection process, including the sustainability appraisal.
