Having refused an outline application for two houses in the countryside outside a development boundary, Bloomfields was confident that a case could be made for the new dwellings on the edge of the village of Upchurch. An appeal was subsequently made and written representations were produced to advance the case that the Council not only had a 5 year housing land supply shortfall, but that the case should have been allowed in any event, given the design proposal and it having a ‘infill’ form. The appeal was allowed despite the Council setting out that the Inspector should follow the recommendation of another recently determined appeal in the same village (not involving Bloomfields) which was dismissed.
