Bloomfields has successfully achieved a Certificate of Proposed Use which has confirmed that the conversion of part of a farm barn to a farm office and farm workers’ mess room was not deemed as being ‘development’ and therefore did not require planning permission.
The LPA enforcement team were originally seeking to bring action against our clients as they deemed the use to be residential. Through ongoing correspondence and the submission of documents, evidence and case law, the Council conceded that the use was indeed agricultural and ancillary to the operation of the farm business and its workers and as such retrospective planning permission was not required, and the conversion to this use did not need to be formalised, given the Council agreed no change of use had indeed taken place.
